Hughes Environmental Consultants (HEC) is a woman-owned DBE/WBE consulting firm providing environmental documentation and permitting services to clients throughout Northern California since 1992. HEC provides project management and resource support on technical investigations and multidisciplinary environmental projects involving the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA).

HEC services include project facilitation for projects involving compliance with state and Federal environmental procedures, CEQA and NEPA environmental document preparation, public involvement, environmental permitting, construction monitoring, and agency interactions.  In addition, the firm provides access to top resource specialists to conduct assessments in all major environmental fields. HEC’s project experience includes managing the preparation of CEQA and NEPA documents for roadway and interchange improvements, bridge rehabilitations and replacements, grade separations, bikeways, light rail transit, passenger rail, commuter rail, water and natural gas pipelines, water and wastewater facilities, flood control and levee improvements, storm water detention facilities, ski resort expansions, mining, community parks, and industrial plants.

Ms. Elizabeth Hughes, President of HEC, has also served as a project director and project manager for several large engineering and environmental firms, including Dames & Moore (now URS), ESA, TY Lin, West Yost & Associates, Parsons, and ICF (Jones & Stokes). Ms. Hughes’ responsibilities typically involve managing the preparation of technical reports and CEQA and NEPA documents and obtaining environmental permits. She has managed all aspects of environmental compliance, from project scoping to construction monitoring. Ms. Hughes is an experienced project facilitator, negotiator, and problem solver.
