Ms. Elizabeth Hughes is an environmental professional with 25 years of experience in Northern California. She has prepared CEQA and NEPA environmental documents and permits for several hundred projects, involving transportation, water/wastewater, energy, and development. Ms. Hughes manages all aspects of environmental compliance, from project scoping through CEQA and NEPA compliance, permitting, and construction monitoring, and she is an experienced project facilitator, negotiator, and problem solver. In addition to being President of Hughes Environmental Consultants (HEC) for over 15 years, her work history also includes management of the Sacramento offices of Dames & Moore (now URS) and ESA; and management of environmental services for ICF (Jones & Stokes), Parsons Transportation Group, T.Y. Lin International, and West Yost & Associates.
Ms. Hughes holds a B.A. in Geology from Carleton College, a M.S. in Geology from University of North Carolina, Chapel Hill, and a M.S. in Counseling from California State University, Sacramento.
Ms. Hughes has been a member of the Women’s Transportation Seminar (WTS) professional organization since 1990. She is currently a member of the Sacramento and San Francisco Bay Area WTS Chapters, and serves as the Scholarship Chair for the San Francisco Bay Area Chapter.
